Independent Singapore VCC guidance
Direct answer
Start by confirming that the office manages only one family’s assets and does not serve third-party customers. Then classify the office by when it began Singapore operations, identify the applicable MAS notification route, and build a submission file around the named SFO, its managed vehicles, bank relationships, designated contact and signed declarations. Keep that work separate from VCC incorporation, officer updates, annual returns and tax filings, even when the same team coordinates them.
At a glance
- Classify the SFO before choosing a form or calendar.
- Treat the SFO entity and every managed VCC or fund vehicle as separate records.
- Use one evidence index for notification data, declarations, bank details and submission proof.
- Create the recurring annual-return control as soon as the notification is submitted.
Who this is for
- Singapore single family offices assessing the revised licensing-exemption notification and ongoing reporting framework.
Important exclusions
- Multi-family offices, external managers, structures managing third-party money, or a conclusion that a particular office qualifies without case-specific advice.
Choose the correct framework track
The revised framework took effect on 15 June 2026. MAS describes it as a structure-agnostic class exemption for qualifying single family offices, with notification, bank-account and annual-return controls. Offices already operating under earlier exemption routes have a one-year transition that ends on 15 June 2027. The first task is therefore a status classification, not form completion.

|---|---|---|
| Singapore operations began on or after 15 June 2026 | Prepare the Notice of Commencement of Business and lodge it within 14 days after operations begin. | Can the office prove its actual commencement date and single-family perimeter? |
| Singapore operations began before 15 June 2026 under an earlier exemption | Assess the continuation route and complete transition no later than 15 June 2027. | Which earlier exemption supports current operations, and when will it cease? |
| The office serves more than one family or manages third-party money | Stop the SFO form workflow and obtain a licensing analysis. | Does any mandate, investor or fee arrangement fall outside one family? |

Build the notification evidence file
Create an indexed file before entering the online form. Record the SFO legal name, unique entity number, financial year end, total assets managed, managed vehicle list, relevant bank names, designated contact and the source document for every field. The MAS materials also point to declarations, so the signatories should review the final data set rather than sign an isolated page that cannot be reconciled to the submission.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore- Freeze the reporting perimeter: SFO entity, Singapore and overseas fund vehicles, and any entities that merely hold assets but are not managed by the SFO.
- Reconcile names, registration numbers, financial year end, assets managed and bank relationships to current corporate and provider records.
- Name a Singapore-based contact owner and a backup who can retrieve the submitted data and answer regulator questions.
- Store the signed declaration, final form export, submission acknowledgement, correspondence and any corrected version in one controlled index.

Separate the SFO filing from VCC work
The notification belongs to the SFO licensing-exemption workstream. A managed VCC remains a separate corporate fund vehicle with its own directors, officers, registers, filings and operating records. The same family may own both entities and the same project manager may coordinate both calendars, but that does not merge their legal identities or allow an SFO acknowledgement to substitute for a VCC filing.
Sources: Monetary Authority of Singapore · Accounting and Corporate Regulatory Authority| Workstream | Entity owner | Evidence output |
|---|---|---|
| SFO licensing exemption | The SFO performing fund management | Notification, declaration, acknowledgement and annual returns |
| VCC corporate compliance | The VCC and its board | Officer, register, sub-fund and annual filing records |
| Bank onboarding and maintenance | Each account holder | Account evidence, mandates, signatories and exception records |
| Fund tax and other tax compliance | The relevant taxpayer or qualifying fund | Applications, returns, calculations and supporting records |
Use an entity-by-entity responsibility map. It should name the accountable director or officer, preparer, reviewer, signatory, portal user, evidence repository and escalation route for each workstream. This prevents a provider from receiving one undifferentiated “family office pack” and deciding for itself which facts belong to the SFO, the VCC or another investment vehicle.

Create the annual-return control now
An exempt SFO must submit an annual return within four months after its financial year end. Build the recurring control when the first notification is lodged, not at the first year end. The control should preserve the reporting perimeter, obtain total assets managed from a defined source, confirm the relevant bank information, refresh the designated contact and document the continuing eligibility review.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore- Open the reporting periodCarry forward the prior submission, list all perimeter changes and assign owners for assets, banks, vehicles, contacts and declarations.
- Reconcile before approvalTie reported data to books, custody or administration records and resolve differences before the return reaches its signatories.
- File and preserve evidenceSubmit within four months after the financial year end, retain the acknowledgement and record any regulator follow-up or correction.
- Feed changes into operationsUpdate the next-period calendar, provider instructions and exemption assessment when the filed information reveals a change or exception.
Close transition gaps deliberately
A transitioning office should identify the exact basis on which it operates today, the date that basis will cease, the evidence needed for the revised framework and the actions that depend on successful transition. Do not wait for the end of the transition period to discover that ownership, employee participation, managed assets, bank relationships or the contact arrangement needs clarification.

- A third-party mandate may existPause submission and obtain a licensing analysis before describing the office as exempt or changing client arrangements.
- Corporate data does not reconcileCorrect the underlying records through the appropriate entity process before using inconsistent data in the SFO notification.
- Transition timing is at riskEscalate the unresolved condition, responsible owner and decision date while an alternative regulated operating route is evaluated.
The completion test is simple: an independent reviewer can identify the applicable track, reproduce every submitted field, find the signed declarations and acknowledgement, explain how each managed vehicle was treated, and show the next annual-return date. If that cannot be done, the file is not yet an operating control.

Does every family office qualify for the SFO exemption?
No. The classification depends on the actual fund-management activity and the single-family perimeter, not the entity name. A structure that serves more than one family or manages third-party money should stop the SFO form workflow and obtain a licensing analysis before relying on the exemption.
Is the SFO notification the same as incorporating a VCC?
No. The notification concerns the SFO’s licensing-exemption position. A VCC is a separate corporate fund vehicle with its own incorporation, officers, registers, sub-fund records and recurring filings. Coordinate the data, but preserve separate owners, evidence and approvals for each entity.
What date should a new SFO use as commencement?
Use the date supported by the office’s actual operating facts and records, not an arbitrary project milestone. The evidence may include board approvals, management agreements, employee activity, bank operations and first managed transactions. Obtain advice if those indicators point to different dates.
What should be retained after filing?
Retain the final submitted data, signed declarations, form export or copy, submission acknowledgement, supporting corporate and bank records, reviewer sign-off, correspondence and any corrected version. The file should let a new operator reproduce the submission without relying on a private inbox.
When should the SFO framework be reassessed?
Reassess when ownership, family perimeter, employees, managed vehicles, mandates, bank relationships, service providers or the office’s business model changes. Also perform a documented review before each annual return so the recurring filing does not simply repeat stale facts.
