Confirm the obligation and current route

Start with the manager legal entity and regulatory status, not the VCC name alone. Identify the reporting period, event or transaction, current compliance source, form or schema version, submission channel, due point and authorised users. MAS-Tx provides navigation and transaction visibility for supported submissions, while current channel instructions and Data Collection Gateway materials should be checked for the relevant return. Keep an independent obligations calendar because a dashboard or reminder does not replace the entity assessment.

Lock the source population and definitions

Create a preparation record listing source systems, providers, cut-off time, entity and fund population, field definitions and owners. Freeze or version the extracts so later changes do not alter the approved return silently. For VCC-related data, preserve the mapping between manager records, VCCs, sub-funds and any excluded mandates. Resolve differences in definitions before calculating the fields. A familiar label such as assets under management, client or representative may not be interchangeable across internal and regulatory reports.

Validate calculations and file structure

Run control totals, cross-field logic, period-on-period movement checks and the current platform or schema validation before review. The Data Collection Gateway guidance makes template and schema version relevant to the reporting period, including resubmissions. Preserve validation messages and their resolution. Do not correct a formatting error by changing an economic value without returning to the source record. If a transformation is performed outside the source system, document the formula, version and reviewer.

Perform independent content review

The reviewer should work from source-to-return evidence, not only the completed form. Confirm applicability, population, material fields, manual adjustments, unusual movements and unresolved limitations. Compare narrative explanations with the numbers and ensure a correction in one field reaches linked fields. Record questions and responses. Approval should identify the exact file hash or version so the authorised filer cannot accidentally select an earlier working copy.

Submit the approved version and capture the result

The filer should verify entity, period, return name and file version again at the point of submission. Retain the portal receipt, timestamp, reference, validation status and submitted file. A sent screen or upcoming-task change is not always equivalent to acceptance, so assign ownership for monitoring the result. If the portal redirects to another system, preserve evidence from the actual submission channel as well as the navigation record. Restrict resubmission to a controlled correction process to avoid duplicate or inconsistent filings.

Control rejection and resubmission

Treat a rejected file as a controlled exception. Preserve the rejection, determine whether the cause is access, format, definition, source data or calculation, and assess whether linked records or other submissions are affected. Reperform review for changed values and use the template or schema appropriate to the reporting period. Record the relationship between original and replacement files. If the issue may create a missed or inaccurate obligation, route the assessment through the authorised compliance and governance process instead of assuming a technical resubmission closes it.

Is a task shown in MAS-Tx enough to prove a return applies?

No. Use the applicable compliance and return sources for the entity and period. Portal tasks and reminders help workflow but should be reconciled to the manager obligations calendar.

Who should review a regulatory submission?

Use a person with sufficient knowledge and independence from preparation to challenge applicability, data, adjustments and unusual results. The governance model should also identify the authorised filer.

Should the submitted file be retained?

Yes. Retain the exact approved and filed version with its approval, timestamp, receipt, validation result and correspondence so the submission can be reconstructed. The record should also identify any replacement or resubmitted version.

What if the current portal rejects the file?

Preserve the error, identify its cause, correct through a controlled process, rerun validation and review any changed values before resubmission. Keep the relationship between the rejected file and replacement visible in the evidence pack.

Can a provider prepare and submit the return?

Provider involvement depends on the authorised arrangements and current channel access. The regulated entity should still govern applicability, data, review, authority and evidence rather than outsourcing accountability.
