Independent Singapore VCC guidance
Direct answer
A controlled umbrella VCC month-end close uses one timetable but separate evidence for each sub-fund. Freeze the period population, reconcile cash, custody, trades, investor capital and ledgers, resolve or escalate exceptions, confirm valuation inputs, book supported accruals and allocations, and review each sub-fund before reconciling umbrella totals. Record late entries and reopenings through an approved route. Close is complete only when the checklist, source evidence, reviewer sign-off, unresolved-item log and locked balances agree, not merely when the accounting system changes the period status.
At a glance
- Use dependency-based sequencing so missing source evidence is visible before it delays final review.
- Reconcile each sub-fund before relying on an umbrella total that can conceal offsetting errors.
- Keep provisional valuations, accruals, allocations and late journals in separate review queues.
- Lock only after reviewers can reproduce the close from retained evidence and exceptions.
Who this is for
- Periodic management-accounting closes for an umbrella VCC and its sub-funds, including open-ended and closed-ended strategies where relevant.
Important exclusions
- A replacement for the applicable accounting standards, audit procedures or fund-specific NAV and financial-statement policies.
Set the timetable from dependencies
List each input needed for close, its cut-off, source, accountable owner, reviewer and downstream use. Include bank and custody files, trades, corporate actions, investor dealing, capital calls or distributions, valuations, expenses, fees, financing, tax inputs and provider reports. Sequence work by dependency rather than assigning every task the same due time. Mark holidays, market closures and provider time zones that affect delivery. A shared timetable supports coordination, but each sub-fund needs a clear status and exception route.

|---|---|---|
| Input | Define what the task consumes | Named file, system or approved estimate. |
| Cut-off | Freeze the complete period population | Source time and late-item rule. |
| Owner | Assign preparation and escalation | Current role and backup. |
| Review | Establish independent challenge | Reviewer and acceptance criteria. |
| Dependency | Show what cannot proceed | Linked task and current exception. |
Freeze and prove the period population
Capture control totals for transactions and balances before adjustments begin. Confirm the VCC, sub-fund, class, currency, trade or event date, value date and accounting period for every material source. Identify late, rejected, duplicated, cancelled and amended items rather than relying on a final file name. Preserve the raw input and evidence of when it was received. If a provider sends a replacement, compare versions and explain the change. This population record lets reviewers distinguish new information from an unexplained movement during close.
Sources: Monetary Authority of Singapore · Accounting and Corporate Regulatory AuthorityPopulation controls
- Record source file or system version, extraction time, period, entity, sub-fund and responsible provider.
- Compare record counts and value totals with prior runs and independent source acknowledgements.
- Identify rejected, duplicate, amended, cancelled and post-cut-off records in controlled exception queues.
- Retain original inputs and approved replacements so reviewers can reproduce the final population.
- Confirm every active sub-fund and class is included, including those with no apparent activity.
Reconcile cash, positions and investor capital
Reconcile bank cash, custody cash and positions, unsettled trades, financing, investor subscriptions and redemptions, capital calls, distributions and the general ledger. Investigate differences using transaction identifiers and source evidence. Ageing can help prioritise but should not determine accounting treatment. Keep each sub-fund separate and identify any pooled account or shared interface that could move an error across boundaries. A reviewer should see both resolved breaks and the unresolved population that remains in the period output.

- CompareMatch external balances and activity to the sub-fund books using stable identifiers and agreed cut-offs.
- ClassifySeparate timing, missing, duplicate, valuation, ownership, interface and accounting differences before correction.
- ResolvePost only supported entries with clear entity, sub-fund, class, period, preparer and approval evidence.
- EscalateQuantify unresolved items and route them according to impact on NAV, investors, liquidity and reporting.
- ReperformRerun affected reconciliations after correction and preserve the before-and-after control totals.

Validate valuations and corporate actions
Confirm pricing sources, valuation dates, foreign-exchange rates, stale or missing prices, broker or model inputs, fair-value adjustments and approved overrides. Reconcile holdings and corporate actions before valuing them so a correct price is not applied to an incorrect position. Keep provisional values visible and route judgemental items to the assigned valuation authority. Compare significant movements with portfolio events and market evidence without treating variance thresholds as proof. Retain source, challenge, decision and impact for every material exception.
Sources: Monetary Authority of Singapore · Monetary Authority of SingaporeValuation close checks
- Holdings and entitlement records reconcile before price, rate or model inputs are applied.
- Source hierarchy and valuation date match the governing policy for the asset and sub-fund.
- Stale, missing, disputed and manually overridden inputs remain visible to reviewers and approvers.
- Corporate actions, income and financing events are complete for the period and correct ownership.
- Material movement explanations connect portfolio events, source evidence and any approved judgement.

Review each sub-fund before umbrella totals
Prepare a close pack for every sub-fund containing trial balance, reconciliations, valuation exceptions, investor capital, fees, allocations, significant movements, unresolved items and preparer sign-off. Review the sub-fund on its own merits before rolling values into umbrella reporting. Then reconcile the sum of sub-fund records and legitimate umbrella-level items to the consolidated controls. This order exposes offsetting mistakes that disappear at the total level and supports the separate accounting records required for umbrella VCC sub-funds.

- Evidence is completeApprove the sub-fund close and include its signed control totals in the umbrella reconciliation.
- An exception is understoodDocument treatment, impact, authority and follow-up before deciding whether the close can proceed.
- Ownership or valuation is uncertainEscalate and keep the item visible rather than using an umbrella adjustment to force agreement.
- A released result may changeRoute the issue through the applicable NAV, investor and reporting correction process before closure.

Lock, reopen and preserve the close pack
After approvals, lock the period using access that is separate from ordinary journal preparation. A reopening request should state the new evidence, affected VCC and sub-fund, accounting and investor impact, proposed entry, approver and reports that must be regenerated. Preserve the original result and the revised version so the history remains understandable. Store the close checklist, inputs, reconciliations, exceptions, approvals and output control totals in a retrievable record set. Feed recurring late items and breaks into process improvement.
Sources: Accounting and Corporate Regulatory Authority · Monetary Authority of Singapore · Monetary Authority of SingaporeFinal close evidence
- Every checklist item has a preparer, reviewer, completion evidence and explicit unresolved-item reference where applicable.
- Sub-fund packs reconcile to umbrella totals without unexplained balancing entries or omitted inactive populations.
- Period lock and privileged reopening rights are restricted, monitored and assigned to current authorised roles.
- Late journals and regenerated reports preserve the original result, reason, impact and approval history.
- Recurring close delays and exceptions are assigned to sustainable fixes rather than permanent workarounds.
Frequently asked questions
Does every sub-fund need a separate month-end close?
The operating timetable can be shared, but accounting records, reconciliations, exceptions and sign-off must preserve each sub-fund’s position. Review sub-funds separately before combining legitimate umbrella-level information so offsetting errors do not disappear in a consolidated total.
Can the administrator close the books without manager review?
The administrator may prepare the accounting close under its mandate, but the VCC or manager should retain informed oversight of material valuations, investor activity, reconciliations, allocations and exceptions. The exact approval route should follow current documents and assigned responsibilities.
Should unresolved items block every close?
Not automatically. Assess the item’s amount, nature, ownership uncertainty and effect on NAV, investors, liquidity, reporting and financial records. Document the treatment and authority. Some exceptions can remain with controlled follow-up, while others make release unreliable and must block sign-off.
How should late information be handled?
Use a defined late-item route that records when the information arrived, why it was absent, the affected period and sub-fund, the accounting and investor impact, and the approval to adjust or defer. Reperform controls and regenerate affected outputs after a permitted change.
What proves that month-end close is complete?
Completion is evidenced by reconciled source populations, reviewed valuations and expenses, separate sub-fund packs, an umbrella control reconciliation, resolved or approved exceptions, controlled period lock and a retrievable evidence pack. A system status alone does not prove those conditions.
