Singapore vs Dubai Family Office: A 2026 Comparison of Regulation, Tax, Residency and Resilience

Short answer: Singapore suits a family that wants an onshore base with a light-touch MAS class exemption, deep Asian banking and a fund tax incentive that requires real substance. Dubai suits a family that puts zero personal income tax and a Gulf time zone first. Many principals choose both, with each hub doing different work.

Key facts at a glance

  • Singapore: MAS licensing exemption framework for single family offices in force from 15 June 2026; existing single family offices must comply and notify MAS by 15 June 2027.
  • Singapore: notify MAS within 14 days of starting operations, keep an account with a MAS-licensed bank, and file an annual return within four months of financial year end.
  • Singapore tax incentives: minimum fund size of S$20 million (section 13O) or S$50 million (section 13U) in designated investments, under MAS FDD Circular 05/2026.
  • Dubai (DIFC): Family Arrangements Regulations 2023 require family net assets of at least USD 50 million; a single family office is licensed by the DIFC Registrar, not the DFSA.
  • UAE: corporate tax of 9% on taxable income above AED 375,000 (Federal Decree-Law No. 47 of 2022); no personal income tax on individuals.
  • Singapore: top resident individual income tax rate of 24% on income above S$1 million from year of assessment 2024; no estate duty for deaths on or after 15 February 2008.

The Singapore vs Dubai family office question is now asked by two groups of principals: Asian families looking west for a second base, and Gulf, European and South Asian families weighing a move east. Both hubs changed their rules recently. Singapore’s revised family office framework took effect on 15 June 2026, and the UAE’s corporate tax regime has applied to financial years beginning on or after 1 June 2023. This comparison sets the two side by side on the factors a principal and the family’s advisers actually decide on, using only official sources from each jurisdiction, checked on 11 October 2026.

How do Singapore and Dubai regulate a single family office?

Both hubs exempt a genuine single family office from full fund management licensing, but they get there differently. Singapore uses a statutory class exemption with notification to MAS; Dubai’s DIFC licenses the family office through its Registrar under a dedicated regulation.

In Singapore, the Monetary Authority of Singapore (MAS) confirmed that its revised framework takes effect on 15 June 2026. Under it, a qualifying single family office (SFO) does not apply for a licence or an individual exemption. It must be incorporated in Singapore, notify MAS within 14 days of starting operations, maintain an account with a MAS-licensed bank for the SFO and each fund vehicle, and file an annual return within four months of its financial year end stating total assets under management and the bank used. MAS’s FAQs state that case-by-case exemptions are generally not granted, so a structure that fails the conditions must be restructured rather than argued.

The Singapore definition of “family” is broad: lineal descendants of a common ancestor, including current and former spouses, adopted children, stepchildren, parents-in-law and siblings-in-law, with the common ancestor no more than five generations removed from the youngest generation that set up the SFO. Key employees may co-invest, but their assets must not exceed 10% of the SFO’s assets under management in aggregate, and they may hold a non-controlling interest of up to 10%.

In the Dubai International Financial Centre (DIFC), the governing instrument is the Family Arrangements Regulations 2023, in force from 31 January 2023, which repealed and replaced the Single Family Office Regulations of 2011. A family office is “a Registered Person that is Licenced as such by the Registrar”. The DIFC confirmed on enactment that a single family office no longer needs to register with the Dubai Financial Services Authority (DFSA) as a designated non-financial business. A DFSA licence becomes relevant only where a multi-family office provides regulated services by way of business.

What wealth threshold applies in each hub?

Dubai sets an entry threshold for the family; Singapore sets none for the licensing exemption but imposes fund-size minimums if the family wants a tax incentive.

The DIFC Family Arrangements Regulations require the family to have, in aggregate, “a net asset value of USD50,000,000”, measured at fair market value or, where that cannot be ascertained, book value. The family must confirm this annually. Older figures circulating in secondary sources, such as a USD 10 million liquid asset test, relate to the repealed 2011 regime.

Singapore’s published SFO exemption conditions contain no AUM minimum. Thresholds arise elsewhere: under MAS FDD Circular 05/2026 (31 July 2026), a fund seeking the section 13O incentive needs at least S$20 million, and a section 13U fund at least S$50 million, in designated investments at application and at the end of each basis period. The Global Investor Programme (GIP) Option C, for principals seeking permanent residence through a family office, requires at least S$200 million in assets under management. Our guide on choosing GIP Option C or a fund tax incentive covers how the two interact.

How does tax compare for the family office and the principal?

At the principal level, Dubai is simpler: the UAE “does not levy income tax on individuals”. At the vehicle level, the comparison is closer than headline rates suggest, because both hubs offer a route to zero tax on investment income if conditions are met.

Singapore’s corporate tax rate is a flat 17%, and IRAS states that Singapore does not tax gains on the disposal of assets that are capital in nature. A family fund that holds a section 13O or 13U award is exempt on specified income from designated investments. The award requires local substance: two investment professionals for 13O and three for 13U, at least one of whom is not a family member, each earning more than S$3,500 a month; minimum local spending from S$200,000 a year for funds below S$250 million; and a local investment commitment of the lower of 10% of assets or S$10 million. The schemes run until 31 December 2029, and awards granted by then continue for the life of the fund.

Singapore also taxes certain foreign disposal gains under section 10L of the Income Tax Act 1947, for disposals on or after 1 January 2024, where the seller belongs to a relevant group and lacks adequate economic substance in Singapore. A family holding company managed from Singapore without an incentive must be reviewed against this rule.

In the UAE, corporate tax applies at 9% on taxable income above AED 375,000 under Federal Decree-Law No. 47 of 2022. The Ministry of Finance confirms that a qualifying free zone person can benefit from a 0% rate on qualifying income. Groups with global revenue of EUR 750 million or more face a 15% domestic minimum top-up tax for financial years starting on or after 1 January 2025, which matters to families whose operating businesses are large. The Federal Tax Authority’s guide on the taxation of family foundations confirms that a foundation may apply under Article 17 of the corporate tax law to be treated as fiscally transparent.

For individuals, UAE tax residence is governed by Cabinet Decision No. 85 of 2022: 183 days in a 12-month period, or 90 days combined with nationality or a residence permit and a permanent place of residence or business in the UAE. Either way, a principal’s home-country exit rules usually matter more than the destination’s rate, a point covered in our note on home-country exit questions.

What structures are available for succession and asset holding?

Dubai’s DIFC offers a statutory foundation; Singapore offers trusts, private trust companies and the variable capital company (VCC).

The DIFC Foundations Law (DIFC Law No. 3 of 2018) provides the foundation vehicle, and the DIFC reports that a foundation can be set up for USD 350. In its first-half 2026 results (28 July 2026), the DIFC reported 1,408 family business-related entities and 1,409 foundations. These are family-related entities, not a count of family offices.

Singapore has no foundations law. Families use a trust under the Trustees Act 1967, often with a private trust company as trustee, or a VCC under the Variable Capital Companies Act 2018 as the investment vehicle, with the shares held by the trust. Section 90 of the Trustees Act 1967 protects Singapore-law trusts from foreign forced heirship rules in defined circumstances. Our comparison of trusts, VCCs and family office structures sets out when each is used.

How do residency options for principals compare?

Dubai’s Golden Visa is faster and more transactional; Singapore’s routes are discretionary and tied to substance or employment.

The UAE Federal Authority for Identity, Citizenship, Customs and Port Security lists a 10-year residence for real estate investors with property of at least AED 2 million, with bank financing allowed. The government portal u.ae (updated July 2026) still shows a five-year term for real estate investments, so principals should confirm the term at application.

In Singapore, the Economic Development Board’s GIP offers three options. Option C requires a single family office with at least S$200 million in assets under management, of which S$50 million must be transferred to Singapore and deployed in specified investments within 12 months of final approval. The applicant needs a five-year track record and net investible assets of at least S$200 million. The application fee is S$20,000. The re-entry permit runs for five years, and renewal for a further five years under Option C depends on the family office employing five additional professionals (at least three Singapore citizens), maintaining the S$50 million deployment, and the applicant or dependants living in Singapore for more than half the time. Principals who do not pursue GIP often hold an Employment Pass through the family office; our sister site Singapore Employment Agency covers pass applications.

How do banking, stability and talent compare?

Singapore’s depth in private banking and fund management is documented in official data; Dubai’s strengths are its time zone, the dollar peg and a growing family-entity base in the DIFC.

MAS’s Singapore Asset Management Survey 2025 reports that assets under management grew by 10% to S$6.7 trillion, that 76% of AUM is sourced from outside Singapore and 88% is invested globally, and that there were 1,320 licensed fund managers and 1,406 VCCs (with 3,443 sub-funds) at 31 December 2025. In a written parliamentary reply on 5 August 2026, MAS stated that “As of end December 2025, more than 2,000 Single Family Offices (SFOs) receive tax incentives.” The new Singapore requirement to bank with a MAS-licensed bank makes onboarding planning part of set-up; our guide to building a source-of-wealth file covers what banks ask for.

On currency, the UAE dirham has been pegged to the US dollar at AED 3.6725 since February 2002, which suits families whose liabilities are dollar-denominated. Singapore offers a separate, non-pegged currency, which some families value as a diversifier. Talent supply differs too: Singapore’s incentive conditions require locally based investment professionals, which presupposes a hiring market; the DIFC reports strong growth in family-related entities but does not publish a separate family office count.

Singapore vs Dubai family office: how should a family decide?

Decide on the function each hub must perform, not the headline tax rate.

  1. Map where the principal and each heir will be tax resident in five years, and the exit rules of their current home countries.
  2. Decide where investment decisions will be made, because that determines licensing, substance and permanent establishment exposure.
  3. Choose the asset-holding and succession vehicle (foundation, trust with a private trust company, VCC) by reference to the family’s governing law and heirs.
  4. Test banking: in Singapore, the SFO and its vehicles need a MAS-licensed bank account; in the DIFC, plan for the annual net asset confirmation.
  5. Budget for substance: Singapore’s incentive conditions set minimum spending and staff; the DIFC sets a licence fee and annual compliance.
  6. Where the family needs both a zero-tax residence for a principal and an Asian investment platform, document a two-hub operating model with clear decision rights.

Frequently asked questions

Is Singapore or Dubai better for a single family office?

Neither is better in the abstract. Dubai wins on personal tax and a dollar-pegged currency; Singapore wins on Asian banking and fund management depth and a licensing exemption with no wealth threshold. The right answer depends on where the family lives, invests and plans succession.

Does a Singapore single family office need a MAS licence?

No, if it meets the class exemption conditions in force from 15 June 2026. It must notify MAS within 14 days of starting operations, bank with a MAS-licensed bank and file an annual return. Existing SFOs have until 15 June 2027 to comply.

What is the minimum wealth for a DIFC family office?

The DIFC Family Arrangements Regulations 2023 require the family to have aggregate net assets of USD 50 million, measured at fair market value or book value, confirmed every year.

Is there corporate tax on a Dubai family office?

UAE corporate tax applies at 9% on taxable income above AED 375,000. A qualifying free zone person can benefit from 0% on qualifying income, and a family foundation can apply to be treated as fiscally transparent. Specialist UAE tax advice is needed on each structure.

Can a family run offices in both Singapore and Dubai?

Yes, and many do. The design question is where investment decisions are taken, because that determines which regulator’s conditions apply and where profits may be taxed.
