First identify the VCC, sub-fund, share class, account holder and account-opening event to which the form relates. Confirm whether the signer acts for the account holder and whether separate controlling-person forms are expected. Validate the mandatory identity and residence fields
For an individual, compare the name, residence address, jurisdictions of tax residence and tax identification numbers with reliable onboarding evidence. For an entity, also review its entity type and, where relevant, controlling-person details. IRAS describes the information expected in valid individual and entity self-certifications. A blank tax identification number should not be accepted merely because the form was signed. The reviewer should record why a number is unavailable and whether that explanation is consistent with the stated jurisdiction.

Test entity classification and controlling persons
Do not infer that every investment vehicle is automatically a Reporting Singapore financial institution. Determine whether the account holder is a financial institution or a non-financial entity using the applicable CRS definitions and current IRAS guidance. Where the evidence does not support an active non-financial entity or qualifying financial-institution status, the review may need a passive classification and a look-through to controlling persons. Record the activity, management, jurisdiction and ownership facts that support the conclusion, not only the ticked box on the form.

Resolve contradictions without editing the form
A different mailing address, telephone country code, place of incorporation or payment route does not always prove another tax residence, but it is a fact that may need explanation. Preserve the original form, list each inconsistency and request the specific document or narrative needed to resolve it. If the account holder supplies a corrected certification, retain both versions and record why the later version is reliable. Do not alter a signed answer, fill a blank based on assumption or treat an intermediary's summary as the account holder's certification.

Control changes in circumstances
A certification can become unreliable after onboarding. Changes in legal name, residence address, tax residence, entity activity, management location, ownership or controlling persons should feed a controlled reassessment. The VCC and its provider should define which investor-master changes generate a CRS alert, who asks for an updated certification and which reporting period or account records are affected. A changed circumstance is not closed when the profile field is edited; the earlier classification, reportable jurisdictions and controlling-person analysis must also be reconsidered.

Complete the review and reporting handoff
The review file should contain the signed certification, authority of the signer, supporting identity and residence evidence, entity-classification analysis, controlling-person records, contradiction log and final reviewer conclusion. Link the result to the investor master and the data used for annual CRS reporting. IRAS notes that Reporting Singapore financial institutions have registration, due diligence and annual return obligations, including nil returns where applicable. The VCC should reconcile the service provider's output to its own account population instead of assuming that a submission receipt proves every investor was classified correctly.

Frequently asked questions
Is a signed CRS self-certification automatically valid?
No. The form should contain the required information, relate to the correct account holder and remain reasonable when compared with other onboarding records. Missing fields or contradictory indicia need a documented cure before the classification is relied upon.
What if an investor has more than one tax residence?
The certification should identify all relevant jurisdictions of tax residence and the corresponding tax identification information, subject to the applicable rules. The reviewer should not force the account into one jurisdiction merely because the operational system has a preferred country field.
When are controlling-person forms needed?
They are relevant when the entity classification requires a look-through, commonly for a passive non-financial entity. The VCC should connect each controlling person to the ownership or control analysis and validate that person's identity and tax-residence information.
Can the administrator correct an obvious typo on a signed form?
The safer control is to preserve the original and obtain a correction or confirmation from the account holder or authorised representative. Silent editing weakens the evidence trail and can obscure whether a material field was changed after signature.
What should happen after an address or ownership change?
The changed circumstance should trigger a documented assessment of the existing certification. Request updated evidence where needed, approve the new classification, and propagate it consistently to investor, reporting and service-provider records with an effective date.
