Separate the manager from the funds it manages

Start by drawing the legal-entity boundary. The fund manager has its own balance sheet, regulated activities and prudential position. A VCC and each investment mandate have different cash, asset, liability and liquidity records. Strong VCC performance does not repair a weak manager balance sheet, and idle fund cash is not automatically available to meet the manager's obligations. Give governance a decision-ready view

A board pack should not contain only the final ratio or surplus. Choose a plausible adverse event and run it through the full process. For example, assume a major fee invoice is delayed while a remediation project raises expenses. Recalculate the position, update the forecast, apply the warning framework, obtain the required decisions and trace any spending hold through payment controls. Is VCC cash part of the manager financial-resources calculation?

Do not assume so. The VCC and the manager are different legal and accounting entities, and fund assets are held for the relevant investment vehicle and investors. The manager should identify the balances recognised under its applicable prudential rules and keep fund liquidity in a separate oversight view.

Is a monthly calculation enough for every manager?

Frequency should follow the manager's volatility, revenue concentration, expense profile, available buffer and time needed for action. A stable monthly close may still need event-driven updates when a mandate is lost, a large payment arises, support changes or a material input becomes uncertain.

Should a manager use one warning percentage?
