Repair a VCC Security-Master Change Before NAV

Independent Singapore VCC guidance

By Variable Capital Companies Actchecklist

Direct answer

Treat a security-master amendment as a controlled production change, not a clerical correction. Freeze the affected instrument record, identify every dependent position and transaction, verify the proposed field against independent evidence, and require maker-checker approval before release. Then rerun pricing, accrual, corporate-action and accounting outputs for the affected VCC or sub-fund. NAV can proceed only when the corrected record has propagated consistently and every resulting exception has an owner and documented disposition.

At a glance

  • Record the original and proposed values before editing the production master.
  • Test every downstream use, not only the field that first appeared wrong.
  • Keep business approval separate from technical implementation and release.
  • Reopen the affected population when one error suggests a broader mapping defect.

Who this is for

  • VCC managers and administrators changing instrument identifiers, terms, classification, currency, pricing or accounting attributes.

Important exclusions

  • A portfolio decision to add a genuinely new instrument, which needs investment approval before master-data setup.

Contain the proposed master-data change

Open one change record before anyone edits the production security master. Capture the instrument, affected VCC mandates and sub-funds, original values, proposed values, initiating event, evidence source, requester, implementer and approver. If the issue could alter valuation or accounting, place a visible hold on the affected output while the facts are established. MAS describes sound investment-process oversight in terms of effective governance, policies, procedures and controls; a retained pre-change record is what makes those controls testable after the event.

  • Preserve screenshots or extracts of the current master record and the message or document that triggered the request.
  • List every portfolio, pending trade, cash flow and report that currently references the affected identifier.
  • Assign separate ownership for evidence review, production entry, independent checking and final release.
  • State which outputs remain blocked and which unaffected processes may continue during the investigation.

Classify the field and its downstream reach

Do not treat all fields as equally local. A descriptive name may affect presentation, while an identifier, currency, coupon basis, maturity, multiplier, asset class, tax flag or pricing hierarchy can change positions, accrued income, exposure, valuation and financial reporting. Map the field to its consuming systems before deciding how much testing is proportionate. The manager remains responsible for the integrity of its investment process even when the administrator or data vendor maintains the technical record, and the VCC governance record should make the operating split explicit.

Verify the authoritative evidence

Use evidence that is independent of the editable master record. Depending on the asset, this may include executed terms, issuer or exchange information, custodian records, an approved pricing source, a prospectus, a loan notice or another authoritative instrument document. Compare the exact field and effective date rather than accepting a provider email that merely says the record is wrong. Where sources conflict, record the conflict and escalate it; do not select whichever value produces the most convenient NAV. The file should also explain why the evidence applies to this precise instrument and not a similarly named security.

Approve and implement with separation

The business owner should approve what the record ought to say and why. A different authorised operator should implement the change, and an independent checker should compare the saved production result with the approved request. This separation prevents the same person from requesting, interpreting, entering and confirming a value without challenge. Where team size is limited, use a compensating review by a director, compliance owner or suitably independent administrator contact. Record the actual production timestamp and the systems or batch processes that must refresh before testing begins.

  1. Approve the target valueThe accountable business owner signs off the evidence, effective date, affected population and required downstream tests.
  2. Apply the changeThe authorised operator enters the approved value without changing unrelated fields or silently repairing historical data.
  3. Read back productionAn independent checker compares the live record, audit trail and propagation status with the approved request.
  4. Run dependent processesPricing, positions, accruals, accounting and reports are rerun or refreshed in their normal controlled sequence.

Recalculate the affected NAV path

A technically successful edit is not a completed repair. Reprice the instrument and recalculate every affected accrual, cash flow, exposure, ledger balance and NAV output. Compare the revised results with the pre-change version and explain the movement. If the change affects more than one sub-fund or share class, retain a separate impact line for each population so that a correct umbrella total cannot hide an incorrect allocation. MoneySense explains the basic relationship between a fund value and units outstanding; operationally, both the asset values and the share denominator must be reliable before a price is released.

  • Confirm the corrected instrument appears once in positions, transactions and valuation extracts without an orphaned old identifier.
  • Reperform expected cash-flow and accrual calculations using the approved economic terms and effective date.
  • Compare the resulting valuation and ledger movement with the documented impact expectation and investigate differences.
  • Check each affected sub-fund and share class separately before relying on an aggregate control total.

Release only after propagation is proven

Use a release checklist that names the final evidence rather than stating that the issue is fixed. The pack should contain the approved request, authoritative evidence, production audit trail, readback, recalculation results, exception dispositions and release decision. If a dependency will update later, keep the issue open and explain the compensating control rather than closing it administratively. After release, search for other instruments created from the same template, data feed or operator action. One incorrect field can be an isolated event, but it can also reveal a population-wide mapping problem that deserves a broader review.

Frequently asked questions

Can the administrator approve its own security-master change?

The operating model may allow the administrator to maintain the record, but the accountable VCC or manager should retain an independent review and release decision for changes that affect investment, valuation or reporting outcomes. The same person should not request, enter and confirm a material amendment without challenge.

Does a corrected identifier require a full NAV recalculation?

It depends on downstream use. If the identifier only changes presentation, a focused report test may be enough. If it affects price selection, position mapping, corporate actions, cash flows or ledger classification, rerun the affected NAV path and document the resulting movement.

What if two authoritative sources disagree?

Record the conflict, confirm that both sources refer to the same instrument and effective date, and escalate to the accountable valuation or operations authority. Do not choose a value merely because it avoids delay. Keep affected output on hold or apply an approved fallback process.

How should a historical master-data error be handled?

Determine the earliest affected date and identify every position, transaction, NAV and report that used the incorrect field. Correct current production only through the approved process, then assess historical remediation separately so the repair does not silently rewrite prior records or evidence.

When is the change record complete?

Completion requires more than the production edit. The approved value, live readback, dependent-process results, resolved exceptions, affected-population review and release authority should all be retained. Any later refresh or historical repair remains an open action until its own evidence is available.
