Independent Singapore VCC guidance
Direct answer
Reconcile from an independently frozen execution population, not from whichever system looks most complete. Match each broker execution and order-management record to the administrator or fund-accounting book using stable identifiers plus economics, then classify every unmatched or inconsistent item. A trade is complete only when mandate allocation, quantity, price, currency, dates, counterparty, fees and amendment history agree, and the resulting position, cash and settlement records have been checked. Keep corrections visible rather than overwriting the original evidence.
At a glance
- Freeze all source populations to the same business event and cut-off.
- Use several matching attributes so a reused reference cannot create a false match.
- Separate missing, duplicate, economic, allocation and lifecycle exceptions.
- Close through positions, cash and settlement, not only a green reconciliation line.
Who this is for
- VCC managers reconciling executed trades from dealers and brokers to administrator, accounting and custody records.
Important exclusions
- A best-execution assessment of why a broker or venue was selected, which is a separate conduct review.
Define the reconciliation populations
Begin by naming the sources that together represent the full trading day: order-management records, dealer blotters, broker executions, confirmations, administrator bookings and any custodian or clearing records available at that stage. Freeze extracts with timestamps and preserve cancelled, corrected and rejected items. A clean comparison built from incomplete sources can still miss a trade. MAS supervisory material emphasises governance and controls over the investment process, so the reconciliation design should show why the selected populations are complete for the particular VCC mandate and dealing model.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore| Population | Primary evidence | Limitation to address |
|---|---|---|
| Order and dealer records | Intent, approval, mandate and allocation | May not prove final execution or later correction |
| Broker executions and confirmations | Executed economics and counterparty record | May use different references or omit internal allocation |
| Administrator or accounting book | Fund and sub-fund ledger treatment | Can be complete internally while missing an external execution |
| Custody or settlement record | Settlement status, positions and cash movement | Often arrives later than the initial booking control |

Normalise references without losing evidence
Create a reconciliation view that standardises date, time zone, currency, sign, instrument identifier and trade status while retaining every original value. Do not overwrite source extracts to make them comparable. Map broker and internal references, but never rely on one reference alone because numbers can be reused, truncated or changed after amendment. Where instruments have migrated identifiers, record both the executed and current identifiers. Where an aggregated order is allocated across mandates, preserve the parent order and every child allocation so completeness can be tested at both levels.
Sources: Monetary Authority of Singapore- Retain the untouched source fields beside every normalised comparison field and transformation rule.
- Convert time zones and date conventions explicitly so trade date and settlement date are not confused.
- Map instrument identifiers through an approved cross-reference and flag any manual alias used for matching.
- Preserve parent orders, partial fills, child allocations, cancellations and corrections as linked lifecycle records.
Match identity and economics separately
First establish that records refer to the same execution using a combination of instrument, side, quantity, execution time, broker and reference. Then compare economics: price, currency, accrued interest where relevant, fees, trade date, settlement date, counterparty and account. This two-stage approach prevents an economic difference from being hidden by a loose match and prevents similar trades from being mistaken for duplicates. Set tolerances only where the business meaning supports them. A formatting difference can be normalised; a different price, mandate or settlement instruction needs investigation.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore- Identify the candidate recordUse several stable attributes to pair an external execution with its internal and accounting records.
- Compare the economicsTest quantity, price, currency, dates, counterparty, fees and any instrument-specific cash-flow terms.
- Test mandate allocationConfirm that parent and child records assign the execution only to approved VCC mandates and sub-funds.
- Link the lifecycleConnect amendments, cancellations, rebooks and settlement events without deleting the original record.

Classify exceptions by risk and owner
Use exception types that lead to different actions. A missing booking calls for completeness investigation; a duplicate may need a reversal; a wrong-mandate allocation requires authority and fairness review; different economics require confirmation against execution evidence; a late amendment needs lifecycle and NAV-impact analysis. Give each item an owner, aging status, potential effect and release decision. Do not let one generic unmatched label conceal whether assets, cash, investor outcomes or regulatory records are at risk. The classification should also identify whether the cause sits with dealing, broker, administrator, data mapping or system processing.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore| Exception | Immediate question | Control response |
|---|---|---|
| Missing or extra record | Which population is incomplete? | Hold closure, trace source receipt and inspect adjacent records |
| Different economics | Which source is authoritative? | Compare execution evidence and approve any correction visibly |
| Wrong mandate or sub-fund | Was allocation authorised and fair? | Protect affected books and escalate allocation review |
| Amendment or cancellation break | Was the lifecycle applied everywhere? | Link versions and assess position, cash and NAV impact |
Correct without destroying the audit trail
A correction should identify the original record, factual cause, authorised target state, systems affected and expected downstream movement. Use controlled cancellation, reversal or amendment paths instead of editing a record in place when the platform supports them. Separate the person proposing the fix from the person approving it, and obtain broker or administrator confirmation when an external source changes. If the trade belongs to another mandate, do not solve the break by moving economics without reviewing allocation authority and investor fairness. Preserve the before-and-after extracts and the reason the correction was selected.
Sources: Monetary Authority of Singapore · Monetary Authority of SingaporeProve positions cash and settlement agree
After corrections, rerun the blotter reconciliation and trace affected trades into positions, expected cash, actual settlement and accounting. Investigate any residual difference between booked quantity and custody position, or between expected and actual cash. Where settlement is pending, keep a linked open item rather than declaring completion at trade booking. For an umbrella VCC, inspect sub-fund ownership explicitly because a correct umbrella total can mask a cross-pool error. Close the daily control only when every exception is resolved, carried with approved status or escalated to the named authority.
Sources: Monetary Authority of Singapore · Accounting and Corporate Regulatory Authority- Reperform the full population match after all approved corrections and confirm no new unmatched records appear.
- Trace affected quantities into the position record and expected proceeds or funding into the cash forecast.
- Link unsettled items to confirmation and settlement follow-up instead of removing them from the control population.
- Confirm each sub-fund and mandate independently before relying on a combined umbrella or manager-level total.

Use recurring breaks to improve the process
Summarise recurring exceptions by source, instrument type, broker, administrator workflow, system interface and root cause. A repeated manual timing break may indicate an unsuitable cut-off; repeated identifier mismatches may indicate weak master-data mapping; repeated late amendments may indicate unclear dealer responsibility. The purpose is not to suppress exceptions but to make them earlier, clearer and less likely to recur. Record the control change, responsible owner, implementation evidence and later effectiveness test. MAS expects fund managers to maintain effective risk-management and compliance controls, and that includes learning from routine operational evidence.

Frequently asked questions
Is matching the administrator book to the dealer blotter enough?
Not by itself. Both can share the same omitted or incorrect input. Include an independently originated source such as broker execution data or confirmations, then trace material corrections into custody, positions, cash and settlement records.
How should partial fills be reconciled?
Keep the parent order and every execution fill visible. Match the sum of fills to the order, then match each allocation to the appropriate VCC mandate or sub-fund. Preserve later cancellations or corrections as linked lifecycle events.
Can small price differences be ignored within a tolerance?
A tolerance should reflect the economic meaning, source precision and instrument type. It can route investigation, but it should not automatically legitimise the wrong source. Record why the tolerance applies and review patterns below it.
What if a trade is booked to the wrong sub-fund?
Protect both affected books, establish the approved allocation and execution facts, and escalate through the allocation and correction process. Do not transfer economics merely to make totals balance. Assess positions, cash, NAV and investor effects separately.
When can an unsettled trade leave the daily reconciliation?
It can leave the booking exception list once execution and book records agree, but it should remain linked to a settlement control until positions and cash complete. Closure in one control should not make the unresolved lifecycle invisible.
