Independent Singapore VCC guidance
Direct answer
Do not treat an expired document as either harmless administration or an automatic investor exit. Open a risk-based CDD refresh that identifies what expired, what changed, the investor risk profile, any pending transaction and the checks assigned to the eligible financial institution. Obtain and assess current evidence, refresh beneficial ownership and screening where relevant, resolve inconsistencies, and record the authorised relationship and dealing status. The VCC board remains accountable for robust AML and CFT arrangements even when the eligible financial institution performs the operational checks.
At a glance
- Separate document expiry from event-driven changes and substantive risk concerns.
- Define the EFI task, VCC oversight and dealing status in one case record.
- Refresh ownership, purpose, risk and monitoring conclusions where the facts require it.
- Close only when decisions and operational systems show the same status.
Who this is for
- Existing VCC investors whose identity, ownership, authority or risk evidence has expired or may no longer reflect current facts.
Important exclusions
- A promise that any investor may continue, subscribe, redeem or transfer before case-specific AML and fund-term review.
Classify why the refresh is open
Record whether the case arose from scheduled review, evidence expiry, a change in ownership or control, a new authorised person, a transaction pattern, screening information or another event. These triggers carry different risk. A passport expiry may require current identity evidence without changing beneficial ownership; a new controller can change the entire customer picture. MAS Notice VCC-N01 requires VCCs to identify and know customers and beneficial owners, conduct regular account reviews, maintain records and monitor suspicious transactions. The case should therefore describe the current fact pattern rather than simply label the file overdue.

|---|---|---|
| Document expiry | Does the existing identity conclusion remain reliable while current evidence is obtained? | Set evidence-refresh tasks and assess transaction impact |
| Ownership or control change | Who now owns or controls the investor and why did it change? | Reopen beneficial-owner and risk assessment work |
| New transaction or payment route | Is the activity consistent with the known purpose and authorised account? | Hold or condition the transaction pending review |
| Screening or adverse information | Does the information change risk or require escalation? | Route to the AML decision owner promptly |
Define the EFI and VCC responsibilities
The appointed eligible financial institution performs the necessary checks and measures that enable the VCC to comply, but the VCC does not transfer ultimate accountability. MAS guidance says the board should ensure that AML and CFT processes are robust, properly executed by the EFI and informed by the risks inherent in the VCC. Open the case with named owners for evidence collection, assessment, senior approval, investor communication, system status and board oversight. If a service provider collects documents, state who authenticates them and who decides whether the business relationship or transaction may continue.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore · Monetary Authority of Singapore- Name the EFI case owner and the VCC or board owner who will review the outcome and unresolved risk.
- List each evidence item, check, approval and system update with a responsible person and visible status.
- Define who may contact the investor and which secure channel will receive identity or ownership documents.
- Record who can set, change and independently verify the operational dealing or payment status.
Refresh the customer and ownership picture
Obtain current evidence proportionate to the investor and trigger, then compare it with the prior file. Confirm legal name, identity, authority, address where relevant, beneficial owners, controllers, purpose, expected activity, source information required by the risk assessment and authorised bank accounts. Do not overwrite the prior record; changes and explanations are evidence. Reperform screening and risk assessment where the facts require it, and investigate inconsistencies rather than treating document receipt as completion. The VCC membership relationship makes the investor a customer for VCC-N01 purposes, so ownership and risk conclusions need to remain operationally usable.

- Resolve discrepanciesObtain explanations or further evidence and route unresolved concerns to the accountable AML decision owner.

Set a controlled dealing status
The compliance conclusion and the operating status must agree. Define whether new subscriptions, redemptions, transfers, distributions or bank-detail changes are permitted, held, conditioned or escalated while the refresh is open. Do not use one broad system flag if different transactions carry different risks or fund-document consequences. The status should identify its authority, effective time, scope and next review event. Where an investor request is pending, preserve its receipt and terms without backdating acceptance. A hold should not erase the instruction, and an allowed transaction should not be interpreted as closing every open evidence task.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore · Monetary Authority of SingaporeEscalate higher-risk or inconsistent facts
Escalate when refreshed evidence suggests unexplained ownership, control or purpose changes, inconsistent source information, unusual transaction activity, adverse information or another material risk. Keep factual investigation separate from assumptions, limit access to those who need the information, and follow the VCC and EFI procedures for suspicious activity. MAS guidance places senior approval and board oversight around higher-risk relationships and confirms that ultimate responsibility remains with the VCC. The case record should identify what was known, who decided, what operational restriction applied and what further work remains.

- Route the case to the authorised AML decision maker without disclosing sensitive escalation details unnecessarily.
- Protect pending transactions and payment changes from release until the approved status is visible to operators.
- Record follow-up actions and oversight without stating conclusions that the available evidence does not support.

Close the case through readback
Closure requires current evidence, completed checks, resolved or approved exceptions, an updated risk conclusion and a corresponding operational status. Read back the investor record in the EFI or administrator system and compare it with the approved case decision. Confirm that beneficial-owner records, screening status, authorised persons, bank instructions and dealing restrictions are consistent across relevant operators. Retain the prior evidence and the change history. Schedule the next review or event triggers based on the updated risk position, but do not allow a future review date to postpone action on a new material change.

Frequently asked questions
Does an expired identity document automatically stop all dealing?
Not every expiry has the same consequence. Classify the evidence, investor risk and requested transaction, then apply the VCC and EFI procedures. The authorised status may differ by transaction, but it should be documented, visible to operators and independently checked.
Can the EFI close the refresh without board involvement?
The EFI can perform the operational checks assigned to it, but MAS guidance states that ultimate VCC-N01 responsibility remains with the VCC. The board or authorised VCC governance owner should receive and oversee the outcome according to the risk and operating model.
Is collecting a new passport enough to complete CDD refresh?
Not necessarily. Compare the new document with prior identity, authority, ownership, control, purpose, activity and screening information. A refresh is complete only when the current risk conclusion and operational record are both supported and discrepancies are resolved.
How should a pending redemption be handled during refresh?
Preserve the request and its original receipt details, then apply the fund terms and approved AML status. Do not backdate acceptance or payment. Record whether processing is permitted, held or conditioned, who decided and what evidence supports that position.
What proves that the refresh was implemented?
Retain the evidence and assessment, then read back the live investor, ownership, screening, bank and dealing records. The case should show that the approved decision reached every operator that could release a transaction or payment.
