Approve a Manual Journal in a VCC Fund Ledger

Independent Singapore VCC guidance

By Variable Capital Companies Actchecklist

Direct answer

A manual VCC fund-ledger journal should be posted only when its business event, calculation, sub-fund and class allocation, accounts, effective date and approving authority are all evidenced. The preparer should not approve the entry. Before NAV release, a second person should compare the posted journal with the approved instruction and confirm that cash, positions, accruals, capital and investor records remain aligned. Unsupported plugs, recycled narratives and entries created merely to force a reconciliation to zero should be rejected and investigated.

At a glance

  • Start from the underlying business event, not the amount needed to clear a break.
  • Use a journal identifier that links the request, calculation, approval and posting evidence.
  • Test every affected sub-fund, share class and downstream report before releasing NAV.
  • Track reversals and repeated manual entries as control signals, not routine housekeeping.

Who this is for

  • Manual fund-accounting entries affecting a VCC, sub-fund or share class before a reporting or NAV close.

Important exclusions

  • Automated, pre-approved system postings that follow a separately tested and monitored accounting rule.

Classify the request before anyone posts it

The requester should identify the event that created the entry and the reason the normal accounting feed did not deal with it. A missing trade, a late invoice, a cash correction and a valuation adjustment are different events with different evidence and owners. Calling each one a manual journal hides the operational cause. MAS expects fund managers to maintain governance, procedures and controls over the investment process, while its VCC circular stresses active oversight of delegated work. That supports a controlled exception route rather than an unrestricted ledger shortcut.

Build the evidence pack around one business event

A complete pack lets an independent reviewer reproduce the proposed debit and credit without asking the preparer what was intended. It should include the source document, calculation, applicable accounting treatment, allocation basis, exchange rate or price where relevant, and the proposed journal lines. For an umbrella VCC, the pack should show why the expense, asset, liability or income belongs to the selected sub-fund. A narrative such as correction or true-up is not a reason. The description should state what changed and which record proves it.

  • Unique request number and the name of the initiating process owner.
  • Source documents retained in a readable, immutable form.
  • Calculation that can be recomputed from the attached evidence.
  • Sub-fund and share-class allocation with any residual treatment explained.
  • Proposed accounts, currency, value date and reversal instruction.
  • Assessment of cash, NAV, fees, investor capital and reporting effects.

Design the journal so its accounting is transparent

The posting should use the most specific available accounts and should preserve gross information when netting would obscure the event. A duplicate payment, for example, is not simply a lower expense if a receivable from the supplier now exists. Likewise, moving an amount between sub-funds is not a balancing technique. Each affected fund needs its own valid basis and an auditable due-to or due-from treatment if such a relationship is permitted and documented. The ledger date should reflect the accounting event, while the operational posting date remains visible in the audit trail.

Separate preparation approval and posting

The approval should be more than a workflow click. The approver should have enough authority and technical context to challenge the event, calculation and allocation. Where the administrator prepares the entry, the manager or another designated oversight owner should review material or unusual postings in line with the agreed oversight model. Access should prevent the same individual from changing source data, approving the journal and concealing the resulting break. If staffing is limited, a documented compensating review should occur before release rather than after the reporting cycle has closed.

  2. ChallengeAn independent reviewer recomputes the amount and tests ownership, timing and account selection.
  3. ApproveThe authorised person records the decision, conditions and any required reversal or follow-up.
  4. PostA permitted user enters the approved lines without changing the amount or narrative.
  5. Read backCompare the posted ledger entry and audit trail with the final approved instruction.

Reconcile every downstream effect before release

Posting is not completion. The team should rerun the relevant reconciliation and inspect the outputs changed by the entry. For a NAV cycle, that can include trial balance, cash, positions, accruals, capital activity, class-level allocations and NAV movement. A journal may clear the originating break while creating a new difference in another system. The reviewer should therefore compare the expected effect with the actual result and retain the before-and-after evidence. If the effect differs, the entry remains an open exception even though the ledger accepted it.

  • Posted amount, accounts, currency and effective date match the approval.
  • Sub-fund and class allocations agree with the supporting calculation.
  • The originating reconciliation is cleared for the documented reason.
  • No unexplained cash, position, capital or fee difference is created.
  • NAV movement and investor-facing outputs match the expected effect.
  • Any reversal or recovery item appears on an owned follow-up register.

Frequently asked questions

Can a manual journal be used to clear an unexplained reconciliation difference?

Not simply to make the difference disappear. The underlying event and ownership should be established first. If evidence supports a real accounting correction, the journal may record that event. If the cause remains unknown, keep the break open, investigate it and apply the relevant NAV or reporting escalation instead of posting a plug.

Who should approve a VCC fund-ledger journal?

Approval should come from a person with delegated authority and enough knowledge to challenge the accounting, allocation and operational effect. The preparer should not approve the same entry. Material or unusual administrator entries should also receive the manager or VCC oversight review specified in the operating model.

Should every manual journal have an automatic reversal?

No. A reversal is appropriate only when a documented future event will replace the estimate or temporary entry. Automatic reversal can create a second error if the expected event has already been posted differently. Record the reversal basis, timing, owner and reconciliation so the action is deliberate.

What should the journal narrative contain?

Use a short description of the underlying event, the affected period and a unique reference to the evidence pack. Avoid labels such as adjustment, true-up or correction without context. Someone reviewing the ledger later should understand why the entry exists and where to find its approval.

How should repeated manual journals be handled?

Group them by root cause and assign a process owner. Repetition may justify a system rule, data-feed repair, revised cut-off, stronger invoice process or administrator service action. Keep the individual journal controls, but also track whether remediation reduces the recurring exception rather than normalising it.
