Independent Singapore VCC guidance
Direct answer
When a VCC investor statement is wrong, stop further distribution of the affected version, preserve the issued file and source data, and identify every investor, sub-fund, class, period and channel that may be affected. Reconcile the statement fields to the register, dealing records, fund accounting and approved NAV or capital activity before correcting anything. Obtain independent approval of the corrected population and output, issue a clearly identified replacement through the authorised channel, and keep the original, correction rationale, delivery evidence and root-cause remediation linked under one incident record.
At a glance
- Contain the issued version before editing source data.
- Prove the affected population, including near-matches and related classes.
- Correct the authoritative source before regenerating the output.
- Reissue one controlled version with clear delivery and closure evidence.
Who this is for
- VCC managers, administrators, transfer agents and investor-operations teams correcting periodic, capital-account or transaction statements.
Important exclusions
- Audited financial-statement correction, legal advice on investor loss, or an assumption that every presentation defect changes ownership or NAV.
Worked scenario: one class received the wrong fee balance
An umbrella VCC issues quarterly investor statements through its administrator portal. The next morning, one investor reports that the closing capital balance for a share class does not reflect the fee allocation shown in the approved class-level accounting. Operations confirms that the PDF came from the scheduled batch and that the portal also sent email notifications. The immediate question is not whether one figure can be edited. The team needs to know whether the error came from source accounting, the transfer-agent register, report mapping or document assembly, and whether other investors, sub-funds, classes, currencies or delivery channels received the same defect.

|---|---|---|
| Was the wrong file issued? | Portal batch, file hash, template version and delivery log | Stop further access or distribution where controlled |
| Is source accounting wrong? | Approved NAV, fee workpaper, ledger and class allocation | Freeze correction until the authoritative amount is established |
| Is the register wrong? | Member, class, transaction and balance records | Prevent new dealing outputs from using suspect data |
| Who received it? | Batch population, portal access, email and download logs | Create the potentially affected population |
| Could another output share the defect? | Report mapping, template dependencies and adjacent batches | Expand review before declaring the issue isolated |
Contain the version and preserve the evidence
- Disable or label the affected portal document without deleting the evidence needed for review.
- Pause the same statement job, template or data mapping until the scope is understood.
- Preserve the exact issued files, hashes, batch identifiers, source extracts and delivery records.
- Record the discovery time, reporter, first response, affected VCC scope and current incident owner.
- Tell relevant staff and providers which version is controlled and that ad hoc replacements are prohibited.
- Protect personal and investor information while evidence is collected and shared for investigation.
Do not overwrite the original PDF or regenerate the batch before preserving the state that produced it. The incident owner should record which system held the statement, who could download it, whether email contained an attachment or only a link, and whether any adviser or intermediary received copies. If access can be safely withdrawn, keep the removal log and user-facing message. If the document cannot be withdrawn, prepare a controlled communication without guessing the corrected amount. Limit distribution of evidence to the people who need it and avoid placing investor files in ordinary messaging channels.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore · Monetary Authority of SingaporeReconcile the affected population and source of truth
- Define fieldsList every statement field fed by the suspected mapping, calculation, register, class rule or template component.
- Trace lineageFollow each field back through report staging to the approved register, dealing, accounting and NAV records.
- Build the populationIdentify all investors, accounts, classes, sub-funds, periods, currencies and channels touched by the same source or job.
- Reperform samplesChoose affected, unaffected and boundary cases and independently reproduce the expected statement values.
- Resolve differencesCorrect the authoritative record or report logic through approved change control, preserving before-and-after evidence.
- Approve scopeHave an independent reviewer agree the final affected population and the evidence for excluded records.
The legal register, transfer-agent data, fund accounting and statement layer may answer different questions. Reconcile investor identity and holdings to the register, cash and capital events to the dealing record, and value or fee fields to approved accounting and NAV outputs. Do not let a correct aggregate hide an investor-level or class-level error. For an umbrella VCC, test whether shared report logic crossed sub-fund boundaries. Record why apparently similar statements are not affected, using field lineage and batch evidence rather than assumption. If the issue changes source books, route that change through the applicable accounting or register control before the report is regenerated.

Approve and issue one traceable replacement
- Correct the sourceImplement the approved ledger, register, mapping or template correction and retain the controlled change record.
- Regenerate in testProduce the affected and comparison statements without publishing, then reconcile values and presentation to approved sources.
- Approve the batchA reviewer confirms population, figures, disclosures, version label, communication and delivery route.
- Publish the replacementIssue one clearly identified corrected statement through the normal secure channel and prevent obsolete versions from appearing current.
- Notify recipientsExplain which statement is replaced, what changed and whom to contact, without exposing another investor's data.
- Confirm deliveryRetain portal, email or intermediary evidence and follow up on failed or returned delivery items.
The replacement should identify the relevant period and make clear that it supersedes the earlier version. Avoid language suggesting the entire NAV, register or tax position changed if the defect was only a report mapping or presentation issue. Conversely, do not describe a value error as cosmetic. Use the same approved delivery route as ordinary statements unless the incident decision authorises another channel. If an intermediary receives statements for underlying investors, confirm the correct recipient population and responsibilities. Keep the withdrawn and corrected versions linked so later reviewers can reconstruct exactly what each recipient could have seen.
Sources: Monetary Authority of Singapore · Monetary Authority of Singapore · Monetary Authority of SingaporeClose the incident only after control remediation
- Template defect onlyCorrect version control, test dependent reports and add a release check that would detect the same presentation failure.
- Mapping or interface defectRepair data lineage, retest affected fields and monitor the next live batch against an independent source.
- Source register or accounting defectUse the relevant correction governance, assess other outputs and confirm downstream books, NAV and reports are aligned.
- Provider process failureRecord the service issue, remediation owner, service-level consequence and evidence required before closure.
- Investor harm or complaint possiblePreserve the case, escalate to the proper governance and complaint route, and obtain advice on communication and remedy.
Close with the affected population, cause, before-and-after evidence, approvals, recipient communications, delivery results, unresolved questions and remediation test. Review whether the defect could affect tax reports, audited statements, regulatory returns, portal dashboards or adviser extracts. A provider assurance is not enough when the VCC cannot reproduce the test. Assign an owner and completion condition for longer-term work, and keep it visible after the statement batch closes. Sample the next comparable statement cycle to prove the new control operates under normal timing and volume, then report the conclusion to the appropriate VCC and manager governance bodies.

Frequently asked questions
Should the original investor statement be deleted?
Preserve it as restricted incident evidence, but prevent it from appearing current or remaining unnecessarily available to recipients where withdrawal is controlled. Keep the access, withdrawal and supersession trail without broadening who can view the investor data.
What if only one investor reported the error?
Treat the report as the discovery point, not the scope. Trace the underlying field, mapping and batch to identify every potentially affected investor, class, sub-fund, period and delivery channel before concluding that the issue is isolated.
Can the administrator reissue the statement immediately?
Only after the authoritative source, affected population and corrected output are independently verified. A fast reissue without preserved evidence or scope review can distribute a second wrong version and obscure the original cause.
Does every statement error require a NAV correction?
No. The defect may sit in presentation, mapping, the investor register, accounting or approved NAV. Reconcile the data lineage first and use the governance route that applies to the actual source of the error.
What should the replacement message say?
Identify the statement and period being replaced, state the corrected version is authoritative, explain the nature of the change accurately, and provide a controlled contact route. Do not include another investor's information or overstate unaffected calculations.
