Resolve a Stale Price Before a VCC NAV Is Released

Independent Singapore VCC guidance

By Variable Capital Companies Actdecision guide

Direct answer

Do not replace a VCC asset price merely because it is unchanged. First determine whether the market traded, whether the source refreshed, whether the security terms or liquidity changed and whether independent observations support the recorded value. If the approved source is functioning and an unchanged price is plausible, document the challenge and retain it. If the source is missing, impaired or inconsistent with observable evidence, apply the valuation policy escalation. NAV should remain on hold until the selected price and its authority are independently approved.

At a glance

  • A stale-price flag is a challenge trigger, not an automatic valuation conclusion.
  • Separate market inactivity from source failure and security-specific impairment.
  • Use independent evidence that is relevant to the asset, market and valuation point.
  • An override needs authority, rationale, reproducible inputs and downstream readback.
  • Release NAV only after the exception and any residual uncertainty are explicitly owned.

Who this is for

  • Quoted, evaluated or model-supported VCC assets that trigger an age, movement or source-quality exception before NAV.

Important exclusions

  • A full valuation-policy design or a legal opinion on the permitted methodology for a specific offering document.

Start with the alert that actually fired

The exception record should preserve the valuation point, asset identifier, source, current price, prior price, age, currency and reason code. A price can be flagged because it did not move, because no new observation arrived, because the vendor carried forward an older value or because a tolerance was breached. Those conditions are not equivalent. MAS guidance for fund managers addresses valuation and reporting controls, and its risk paper emphasises governance and procedures over the investment process. The first control is therefore a precise alert, not a generic statement that the price looks stale.

Decide whether the market or the source is inactive

A closed exchange, local holiday, suspended instrument or illiquid market can explain the absence of a new transaction without proving the prior price is wrong. Conversely, an active market with available observations can expose a failed vendor feed or an inappropriate source hierarchy. The team should verify the relevant market hours and the security identifier rather than assume the main listing or a similarly named instrument applies. Currency denomination, accrued interest, factor, lot size and corporate-action status can also make two apparently comparable observations different.

  1. Market closed or asset not tradingConfirm the calendar or status and test whether the approved carry-forward rule applies.
  2. Market active but source missingEscalate the feed failure and obtain an approved independent source or documented fallback.
  3. Source present but inconsistentChallenge identifiers, terms, price type, time stamp and observable market evidence before choosing any value.
  4. Security-specific event identifiedMove to the asset valuation escalation and assess whether a model or committee decision is needed.

Build an independent evidence set

Independent evidence should be selected for relevance rather than volume. Another screen showing the same vendor value is not independent. Useful evidence can include exchange observations, evaluated prices from an approved second provider, executable or indicative dealer quotations, recent transactions, yield or spread movements, underlying reference data and asset-specific events. The pack should explain the limitations of each input. A dealer quote may be informative but not executable; a comparable bond may differ in seniority or liquidity; a model output may be sensitive to one assumption.

  • Confirm the exact instrument, listing, currency and valuation point.
  • Record source independence and whether the value is traded, evaluated, quoted or modelled.
  • Compare price type consistently, including clean versus dirty treatment where relevant.
  • Explain why each comparable instrument is genuinely comparable.
  • Capture market, credit, corporate-action and liquidity developments.
  • Retain rejected evidence and the reason it was not used.

Apply the approved hierarchy without reverse engineering

The team should follow the fund valuation policy, offering terms and approved source hierarchy. It should not choose the input that produces the smoothest NAV or the smallest movement. If the primary source is unavailable, the fallback should be one already authorised for the asset type, or it should be approved through the documented exception route. Where judgment is required, the file should separate observed facts from assumptions. The administrator can prepare the analysis, but the manager and VCC oversight roles should act according to their documented responsibilities rather than treating the provider output as self-approving.

Choose carry forward challenge or override

Carrying forward the prior value can be reasonable when the market is inactive, the source remains valid and no contrary evidence indicates a change. A challenge outcome should still document why the unchanged value remains appropriate. An override is different: it replaces or adjusts the normal source and therefore needs stronger authority, clear inputs and a reproducible calculation. If evidence is too weak to support either outcome, the correct status is unresolved. The release decision should then follow the fund policy for material valuation uncertainty, not an informal estimate.

Test materiality and release conditions

Materiality should be assessed using the applicable fund policy and the potential effect on the relevant sub-fund and share classes. The team should calculate a range where inputs remain uncertain and identify whether fees, dealing prices, investor allocations or published performance could change. Materiality is not permission to ignore a control failure. A small difference can still reveal a broken feed affecting many assets. Conversely, a large but well-supported market movement is not an exception merely because it is uncomfortable. Release conditions should address both valuation effect and control reliability.

Read back the valuation and prevent recurrence

After the chosen price is loaded, compare the production security master, position valuation, class allocations and NAV output with the approved exception. Check that the administrator did not update the wrong instrument, price date or currency. If the issue came from a feed, mapping or tolerance design, open a remediation action with an owner and target state. Trend reports should distinguish valid unchanged prices from true source failures so the team does not spend review time repeatedly proving the same market fact while missing a deteriorating asset.

  • Approved value appears on the correct instrument and valuation date.
  • Currency, factor, accrued amount and position quantity are unchanged unless separately approved.
  • NAV and class effects match the impact calculation.
  • The exception status records who approved release and on what evidence.
  • Source, mapping or tolerance defects have owned remediation actions.
  • Recurring alerts are recalibrated only after controlled analysis and testing.

Frequently asked questions

Is every unchanged price a stale price?

No. A valid price can remain unchanged when the market is closed, activity is limited or the asset genuinely did not move. The alert should trigger a challenge of market status, source refresh and contrary evidence. It should not force an automatic override or invented movement.

Can the administrator approve its own stale-price resolution?

The operating model may let the administrator prepare and apply routine outcomes, but material or judgmental exceptions should receive the independent manager or VCC oversight approval specified in the valuation policy. The approval needs to test the evidence and method, not merely acknowledge the provider message.

What evidence is strongest for a stale-price challenge?

Strength depends on the asset. Relevant exchange observations, independent evaluated prices, credible quotations, recent transactions and asset-specific events can help. The team should document whether each input is traded, executable, indicative or modelled, and explain important differences from the asset being valued.

When should NAV be held?

Hold NAV when the price source is unreliable, the authorised method is unclear, evidence conflicts materially, the impact cannot be quantified or required approval is missing. The exception record should identify affected funds and classes, the available range, the decision owner and what evidence will permit release.

Does a small NAV impact mean the exception can be ignored?

No. Impact informs the release and escalation decision, but the source failure may be systemic or affect other holdings. Close the valuation question and assess the control cause separately. A small current difference can still justify feed repair, mapping correction or a redesigned tolerance.
