Define the certificate request precisely
IRAS describes a Certificate of Residence as a letter certifying that a company is a Singapore tax resident for the purpose of claiming benefits under Singapore’s double-tax agreements. It also explains that company residence depends on where control and management is exercised and can change from year to year. Build the identity crosswalk
IRAS’s current VCC tax framework explains the application route for a standalone VCC and for an umbrella VCC applying in respect of sub-funds. Its April 2026 update clarifies that the tax reference number of the sub-fund is included in certificates issued to an umbrella VCC in respect of that sub-fund. Use one crosswalk so the legal name, VCC identifier, sub-fund name, sub-fund number and tax reference are never blended.

Assemble the Singapore control record
The residence file should show where strategic control and management was exercised for the relevant period rather than merely where routine administration occurred. Start with board and committee records, the location and capacity of decision-makers, investment and risk decisions, delegated-authority records, provider reporting and evidence that significant decisions were genuinely considered in Singapore. Submit and control the application
The IRAS VCC framework directs electronic applications through myTax Portal and describes a batch process for an umbrella VCC applying for its sub-funds. Prepare an input sheet from the identity crosswalk, have a second person compare every identifier and retain the submitted data, attachments and acknowledgement. Do not reuse a prior-year answer without confirming that the period’s control record and requesting facts remain accurate.

Reconcile the certificate after issue
On receipt, compare the certificate name, period, VCC identity and sub-fund tax reference with the application and the counterparty request. Record where the certificate was sent, what income or account it supports and whether any follow-up form or foreign procedure remains outstanding. Frequently asked questions
Is a Certificate of Residence the same as a fund tax incentive?
No. Residence evidence and incentive eligibility are different questions. Keep the COR workflow focused on the relevant period, Singapore control record, fund identity and treaty or counterparty purpose. Any incentive conditions should be analysed in their own file.
Should an umbrella VCC use one certificate for every sub-fund?
Do not assume so. Start with the specific sub-fund and income request, then follow the current IRAS application route for an umbrella applying in respect of that pool. Reconcile the issued document to the sub-fund identifiers before use.
What if board participants joined from several countries?
Treat that as a residence-analysis issue, not a minute-format problem. Record who had authority, where significant decisions were considered and made, and whether actual conduct matches the documents. Obtain tax advice before making a confident residence statement.
Can last year’s application be copied?
It can be a control reference, but each period needs a fresh factual check. Directors, decision locations, delegations, activities, income streams, counterparties and sub-fund identifiers may have changed. Carry forward only information that has been independently confirmed.
When is the COR request complete?
Completion means the issued certificate matches the application, the correct recipient received it securely, and any connected foreign form or withholding process has an owner. Preserve the request, analysis, submission, certificate and delivery evidence together.
