How to Move Assets From Dubai to Singapore: A Contingency Plan for Gulf-Based Families

Short answer: A Gulf-based family that wants to move assets from Dubai to Singapore as a contingency should build a working second base, not just open an account. That means a Singapore company with a resident director, an account with a MAS-licensed bank, independent custody, alternate signatories, off-site records and one family member with a lawful basis to live in Singapore.

Families who decide to move assets from Dubai to Singapore after the 2026 regional conflict usually start with the wrong question: which bank will take the money fastest. The better question is what has to exist in Singapore so that, if travel, communications or banking in the Gulf are disrupted for weeks, the family can still make decisions, give instructions and pay its people. This article sets out what that second base needs, the order in which to build it, and where a rushed build can cause problems on the UAE side.

Key facts at a glance

  • A single family office (SFO) operating under the MAS licensing exemption must be incorporated in Singapore, and the SFO and each investment vehicle it manages must each keep an account with a MAS-licensed bank (paragraph 5(1)(ba), Second Schedule, Securities and Futures (Licensing and Conduct of Business) Regulations).
  • A new SFO must file its Notice of Commencement of Business with MAS within 14 days of starting operations, and the bank accounts must be open first because the notice asks for them.
  • Every Singapore company must have at least one director who is ordinarily resident in Singapore (Companies Act 1967, section 145(1)).
  • A company is Singapore tax resident for a Year of Assessment if its control and management was exercised in Singapore in the preceding calendar year (IRAS).
  • A foreign individual is generally Singapore tax resident after staying or working in Singapore for at least 183 days in the previous calendar year (IRAS).
  • Employment Pass qualifying salary for new applications before 1 January 2027: S$5,600 a month, or S$6,200 in financial services, rising with age (MOM).

Why are Gulf-based families planning a Singapore second base now?

Because the events of early 2026 showed that a single-jurisdiction set-up carries operational risk even where the legal and tax position is sound. In March 2026 Reuters reported that a number of wealthy Asian families based in Dubai were asking advisers about moving assets to Singapore and Hong Kong, while Singapore banks described most clients as taking a wait-and-watch approach and the UAE central bank said its banks were operating normally.

Most families are not leaving the UAE. They are asking what would happen if they could not fly, could not reach a relationship manager, or found that every signatory sat in the same city. A second base answers that in advance: wealth diversification in the operational sense, a second place where decisions can be made and executed.

The comparison of the two hubs as a primary home is covered in our Singapore vs Dubai family office comparison, and the personal tax arithmetic in Singapore vs Dubai tax for a relocating principal. This article assumes the UAE remains home and Singapore is the back-up.

What does a Singapore second base actually need?

Six components, and each one fails the family if it is missing. A bank account without a resident decision-maker cannot be instructed in a crisis; a company without records cannot satisfy its bank’s ongoing checks.

How do you move assets from Dubai to Singapore in the right order?

Build the structure and the people first, open accounts second, and move assets last and in tranches.

  1. Map every UAE and offshore entity, account, custodian and signatory, marking those that would be unreachable if the Gulf were cut off for a month.
  2. Take UAE advice before acting. Ask UAE tax and corporate advisers what a Singapore entity, a new directorship or a change in where decisions are made means for the family’s UAE position (see the UAE section below).
  3. Choose the Singapore vehicle. Decide whether the second base is a simple holding company or a single family office that will manage family assets, because the SFO route brings MAS conditions with it.
  4. Incorporate and appoint directors. Appoint at least one ordinarily resident director, and settle the board composition with tax residence in mind.
  5. Prepare the source of wealth file. Banks will want a coherent narrative and documents for the family’s wealth; our guide to family office bank accounts and source of wealth covers what that file needs.
  6. Open the bank and custody accounts, with mandates that name primary and alternate signatories.
  7. If the entity is an SFO, file the Notice of Commencement of Business with MAS within 14 days of starting operations, once the accounts are open.
  8. Arrange residency for the chosen family member, in parallel with steps 4 to 6 where the pass type allows.
  9. Move a first tranche of assets, confirm that reporting, custody and payments work end to end, then move further tranches against a written plan.
  10. Test the base. Run a drill in which the Dubai office is treated as unreachable and the Singapore base must execute a payment and a trade.

Which Singapore entity should hold a second family office in Singapore?

For most families, a Singapore private company is the starting point; whether it must also meet the SFO exemption depends on whether it will carry on fund management for the family.

If the company will manage family assets, the MAS FAQs on the licensing exemption framework for single family offices set out the conditions. The SFO may only manage assets for family members, family-funded charities and certain key employees, whose assets must not exceed 10% of assets under management in aggregate. It must be incorporated in Singapore. The SFO and each investment vehicle it manages must each open and maintain an account with a MAS-licensed bank; a foreign-incorporated vehicle may instead bank with a regulated bank in a jurisdiction whose anti-money laundering rules are consistent with Financial Action Task Force (FATF) standards. MAS states that the notice to it must include the bank details, so the accounts have to be opened before the notice is filed. The process is described in our note on filing the 2026 SFO licensing-exemption notice.

For a Gulf family, the bank condition is useful rather than a burden. Even where a foreign-incorporated vehicle could rely on the alternative of banking outside Singapore, an arrangement in which every vehicle banks only in the Gulf does nothing for contingency. The point of the second base is that at least one vehicle holding meaningful assets banks in Singapore.

How should custody, signatories and records be set up for continuity?

On the assumption that the Gulf is unreachable. Every mandate, authority and record the second base depends on should be usable by people outside the region, using documents held outside the region.

Custody. Securities moved into the Singapore structure should sit with a custodian under a mandate given by the Singapore entity, not as a sub-account of a UAE relationship. Check that authentication does not depend on a UAE-based device, phone number or approver.

Signatories. Bank mandates should name at least two people who can act, with at least one ordinarily based in Singapore. Board resolutions should spell out what each signatory may approve alone and what needs two.

Records and data. Keep the company’s statutory registers, constitutional documents, bank KYC packs, source of wealth evidence, asset schedules and signed resolutions in Singapore, with an encrypted back-up held by a second party. The banks’ obligations here come from MAS Notice 626 and their own risk-based procedures, which the MAS FAQs refer to directly.

Our family-office VCC continuity drill sets out a test the family can run once these pieces are in place.

Which family member should hold Singapore residency, and on what pass?

One family member with decision-making authority, on whichever pass fits that person’s actual role. Residency for the whole family is not required for a second base, and moving the principal can raise tax questions in both countries.

The common routes are:

The resident family member can also serve as the ordinarily resident director, which closes two gaps at once. Work-pass sponsorship and documentation can be handled through our sister agency, Little Big Employment Agency, an MOM-licensed employment agency (EA Licence 19C9790).

Watch the tax consequence. IRAS generally treats a foreigner who stays or works in Singapore for at least 183 days in the previous calendar year as tax resident. That is often the intended result for the family member who relocates, but it should be planned, not discovered.

How do you avoid creating exit or substance problems in the UAE?

By treating the Singapore build as a change that must be checked from the UAE side before it is made. Moving board meetings, signatories, staff or a family member’s days can change where an entity or person is considered resident, and that works in both directions.

On the Singapore side, IRAS determines a company’s tax residence by where its control and management, meaning strategic decision-making, was exercised in the preceding calendar year. The location of board meetings is usually decisive, and IRAS also looks at where directors and key employees are based. For a meeting held with virtual technology, IRAS will generally regard strategic decisions as made in Singapore if at least 50% of the directors with that authority, or the chairman, are physically in Singapore. The IRAS guidance on company tax residency lists the factors.

The same reasoning can unsettle the UAE position. If directors of a UAE company start taking strategic decisions from Singapore, or if a UAE entity’s staff and activity move to the Singapore base, the family needs to know how the UAE authorities would view the residence and substance of that entity, and what any wind-down or transfer of assets would trigger. We do not summarise UAE corporate tax, personal residency or visa rules here. Those questions belong with the family’s UAE tax and corporate advisers, before the first board meeting in Singapore and before any assets move.

A practical safeguard is to keep the two bases distinct, with each entity run from its own jurisdiction and minutes showing where decisions were taken.

What mistakes should Gulf-based families avoid?

The common errors come from speed. Each of the following is easier to fix before assets move than after.

Frequently asked questions

Do we need to relocate the family to move assets from Dubai to Singapore?

No. A Singapore company can hold accounts and custody without the family living in Singapore, provided it has at least one ordinarily resident director. Placing one family member in Singapore on an appropriate pass makes the base far more useful in a disruption, but it is a choice, not a precondition.

Does a Singapore single family office have to bank in Singapore?

Under the MAS licensing exemption, the SFO and each investment vehicle it manages must each hold an account with a MAS-licensed bank. A foreign-incorporated vehicle may instead use a regulated bank in a jurisdiction with FATF-consistent anti-money laundering rules.

How long does it take to set up a second family office in Singapore?

Incorporation is quick; bank onboarding and work-pass approval usually set the pace, and both depend on how complete the family’s documents are. Build the source of wealth file first and run residency in parallel with account opening.

Will a Singapore base make our UAE company tax resident in Singapore?

Not by itself. IRAS looks at where strategic decisions for each company are made. Problems arise when decisions for the UAE company start being taken in Singapore, so keep each company’s board activity in its own jurisdiction and take UAE advice on the UAE side.

Can the second base later become a VCC structure?

Yes. Once the Singapore company and banking are operating, a variable capital company with sub-funds can be added for separate family branches or asset pools, subject to the fund manager and incentive conditions that then apply.
