Fix the award perimeter before collecting documents

Begin with the MAS award letter, the legal name and tax identity of the awarded fund, its financial year end, the Singapore fund manager, and any feeder, special-purpose vehicle or sub-fund expressly within the approved arrangement. The current MAS channel routes new fund tax incentive applications through the Tax Schemes Portal, while IRAS guidance confirms that a VCC is treated as a company for tax purposes and that the relevant fund exemptions are subject to their own conditions. A document is useful only after it is tied to the correct entity, period and condition.

Keep SFO and non-SFO evidence on separate tracks

A single-family-office fund should be tested against the SFO-specific award route and the facts of the family office that manages the family’s assets. A non-SFO fund should be tested against the award and manager arrangements applicable to that fund, without importing SFO labels or family-office assumptions. MAS currently routes new 13O, 13OA and 13U applications through the Tax Schemes Portal, while active awards may retain their own ongoing forms and instructions. An award-period matrix prevents a current summary from silently replacing the terms applicable to an existing award.

Build five linked evidence streams

Organise the file so a reviewer can move from condition to source record and then to the signed conclusion. The portfolio stream should reconcile holdings and income classifications; finance should support relevant expenditure and ledger totals; people records should support any applicable staffing conditions; the manager stream should show the appointment and performance of the investment-management role; and governance should preserve approvals, conflicts and oversight. Do not wait for the signatory to discover a gap. Freeze a draft condition matrix, reconcile it to the year-end records and assign every exception a severity, owner and resolution path. Distinguish missing evidence from a possible failure of a condition: the first may be a retrieval problem, while the second may require tax and regulatory advice. Close the file with a reproducible sign-off

The final file should preserve the submitted declaration, proof of submission, the approved condition matrix, reconciliations, reviewer questions and the evidence version relied on. Restrict editing after sign-off but keep a controlled route for later information. If a later tax filing or GST remission application uses the declaration, reconcile the copy supplied to the archived original. A future reviewer should be able to reproduce the conclusion without depending on the memory of the employee or adviser who assembled it.

Frequently asked questions

Is the annual evidence file the same as the MAS declaration?

No. The declaration is an output. The evidence file contains the award terms, source records, reconciliations, review questions and approvals that support what is declared and allow a later reviewer to reproduce the conclusion.

Can an SFO use a non-SFO checklist unchanged?

No. Common controls may be reusable, but the classification, applicable conditions and operating evidence must follow the SFO-specific application and award terms. Keep the two tracks visibly separated in the condition matrix.

What if one invoice or personnel record is missing?

Record the gap and determine whether it is only a retrieval issue or may indicate that a condition was not met. Do not replace missing evidence with an estimate; escalate material uncertainty before sign-off.

Why retain prior annual declarations?

They establish the historical record and may be requested in another official process. IRAS specifically identifies past MAS annual declarations among the documents for a first GST remission application by a 13O or 13U fund.

Who should own the evidence file?

Choose one accountable coordinator, but assign each condition to the function that owns its source data. Finance, portfolio operations, human resources, the manager and governance owners should approve their own evidence streams.
