Start with a relationship map
List the VCC, every sub-fund, shareholders, controlled investees, manager, family-office entities, administrators, advisers and other connected providers. For each counterparty, record direct and indirect ownership or control, common control and the source used to reach the relationship conclusion. Separate pricing from documentation scope
The arm-length principle applies to related-party pricing, while formal transfer-pricing documentation has its own conditions and exemptions. IRAS currently states that specified taxpayers must prepare contemporaneous documentation and describes exemptions for certain transactions. Do not mark a row as no action merely because formal documentation is not required. Keep the commercial analysis, agreement, pricing basis and evidence that the VCC received or supplied value.

- For management or support services, retain the agreement, service description, personnel or work evidence, benefit analysis, cost pool, allocation key and mark-up support.
- For related-party loans, retain purpose, principal, currency, term, benchmark, margin, repayment source, security, credit analysis and cash reconciliation.
- For guarantees or cash-pooling arrangements, document accurately delineated functions, risks, capacity, beneficiaries and support for any fee or return.

Avoid using a single annual memo as a substitute for transaction evidence. A pricing method may be reasonable while the underlying cost pool is wrong, a service may exist while no benefit reaches the charged sub-fund, or a loan agreement may be complete while actual cash flows depart from it. The register should link analysis to operational records and flag deviations for correction before filing.

Reconcile to filing and governance
Before tax filing, reconcile the register to financial statements, related-party disclosures, tax computations and the VCC tax owner by sub-fund. Does an umbrella VCC prepare only one relationship analysis?
Begin with the legal VCC, but identify the affected sub-fund for each transaction and apply the VCC tax framework to that population. One umbrella-level list without fund attribution can obscure control, value, balances and tax consequences.
Is formal documentation always required for a related-party transaction?
No. Formal documentation has conditions and exemptions, but the arm-length pricing analysis is a separate question. Record the precise scope conclusion and retain commercial, contractual and pricing support even when a formal file is not required.
Can a group transfer-pricing file be reused?
